I really don't understand it! If you don't speak English as a native language, and you're running an international conference, why don't you bother to check to see if the name of your conference is grammatically correct?

In addition to the ungrammatical title, there is the ridiculously broad coverage of the subject matter, and the extremely vague conference location of "Indiana, USA".

Why would anyone submit to this conference?

There's a sucker born every minute.

Their web page does actually have a map of the Marriot Courtyard near Indianapolis airport. And they actually list registration fees -- $450 if you are presenting a paper of up to 4 pages.

I'll be giving this "conference" a pass.

I suspect that the organizers and potential contributors feel intimidated by the high level of English needed for the top-notch conferences and papers, that they felt they should just create their own, and can speak and write a lot more loosely (like the way I'm doing now.)
Who knows, maybe some of their papers -- when edited! -- might just make a splash.

And the way to do this is to have an ungrammatical conference title?

If you go to their web site, the banner image doesn't look a lot like Indiana. The buildings along the waterfront are northern European, the television tower quickly identifies it as Germany, and the truncated cathedral suggests Cologne. A quick search on google images finds http://en.wikipedia.org/wiki/File:CologneSkylineAtNight.jpg

As if there has never been a conference, international or otherwise, on computer science or its applications in the history of the world. Ever. Before 2014.
